Securus is now the proud communications provider for CDCR. This website gives you all the information you may be seeking to understand our services available to you and your loved one who is housed at a CDCR facility.
Securus offers so many ways to connect with your incarcerated person. Starting in September, phone calling, video calling and eMessaging will be rolled out.
What you can do now to be ready to use future communication services:
- Open a Securus account here or in the Securus Mobile app. While you won’t need an online account to receive free phone calls, you will need one when video calls and eMessaging become available.

If you plan to receive video calls from your loved one:
- Click on AdvanceConnect in the app to setup and fund your account for prepaid video calls.
- Click on Video Connect in the app and register by selecting ‘Allow Video Calls’.

Receiving Phone Calls
Good news – phone calling will continue to be available at no cost!
Answering Phone Calls
- The incarcerated person initiates phone calls.
- Voice mail messages are not permitted.
- When receiving a call from your incarcerated person at CDCR, the system will identify it as being from the facility and announce the name of your caller. Just press 1 to accept the call.
- Calls may be up to 15 minutes. You will hear a warning message one minute before your call ends.
- Note that CDCR staff occasionally take the phone system offline for security reasons.
- All calls will be recorded and preserved, and may be monitored and disclosed as required by law, other than calls that CDCR tells us not to record.
- If you are an attorney, do not use our system to communicate with your incarcerated client. Click here for more information on attorney communications.

RECEIVING VIDEO CALLS
To be ready to receive video calls, you’ll need to have a Securus online account and create an AdvanceConnect account. It is easiest to enroll in AdvanceConnect on the free Securus mobile app since you’ll need to use the app on your smart device to receive video calls. You’ll be prompted to ‘Allow Video Calls’ in the AdvanceConnect enrollment.
The AdvanceConnect account is a prepaid account that you will fund so that you are able to accept and pay for a video call. As each video call is received, the AdvanceConnect balance decreases based on the cost per minute for CDCR. Note that incarcerated individuals cannot pay for video calls at this time.
Video calls do not come into your smartphone phone app. The Securus app must be used to receive video calls.
When you receive a call it will show the CDCR facility name and the incarcerated person’s name. You will either ‘Accept’ or ‘Decline’ the video call.
Preparation for Video Calling
Before your incarcerated loved one can begin making video calls, you must establish a connection with them through AdvanceConnect—a process we call Contact Pairing. Here are the steps to establish that connection.
The process takes just a couple of minutes to complete; simply follow the steps below.
- SIGN IN to the Securus Mobile App and tap LAUNCH in the AdvanceConnect tile. If you have not already downloaded the mobile app, we have provided links below.
- On the AdvanceConnect landing screen, tap VIDEO CONNECT CONTACTS – you may need to scroll down to see that option.
- If you are pairing your first contact, enter your loved one’s NAME or ID NUMBER in the search engine and tap FIND CONTACT.
- Select your loved one in the search results and tap ADD CONTACT. That’s all – you are now ready to accept video calls from your paired contact!
- If you are adding subsequent – second, third, fourth – contacts, you will see an index of current contacts after Step 2 and a “+” sign in the bottom corner of the screen. Tap the “+” SIGN and follow Steps 3 and 4 as outlined above.
Please note: If searching by name, the information you enter must match your loved one’s booking details. Additionally, common names may return multiple options. If you experience difficulty finding your loved one by name, please try their facility ID number.

Calling Rules And Regulation
How to Avoid Being Disconnected From a Phone Call
Your call could be ended if the security system detects a policy violation. As such, please do not:
- Transfer the call.
- Use call waiting.
- Put the call on hold.
- Press any button on the keypad.
- Use call forwarding.
- Conference in another person on the phone (three-way call).
How Can I Block Calls From an Incarcerated Person?
To block phone calls and you DON’T yet have an AdvanceConnect account:- When you receive a CDCR phone call, our system will give you the opportunity to put in a block – choose that option, then simply hang up the call.
- You may also contact us at 866-949-0290866-949-0290 to put in a call block.
- If you want to unblock the calls at any point, just contact us at 866-949-0290866-949-0290, and our automated phone system or dedicated CDCR Customer Care Center team can do so for you.
Note: To receive video calls, you must have an AdvanceConnect account.
If you DO have an AdvanceConnect account:
- Sign in to your Securus account.
- Under AdvanceConnect, click Manage Account.
- Click Block/Unblock Calls on left menu, and select Add a Block.
- Confirm that your phone number is correct, then select the Specific Facility type of block, enter California as the state, then choose the appropriate facility and click Add.
To unblock a number in the same section:
- Navigate to the Blocked Call Facility List for your number.
- Under the Action column, click Unblock.
- You are now eligible to receive calls again from this CDCR facility!

- Audio phone calls are free to you.
- Video calls made to you will be charged at CDCR’s per-minute rate based on connection time and deducted from your AdvanceConnect account.

Video Calling Account – AdvanceConnect
Here’s what to do to get setup to receive Video calls:

Download the free Securus mobile app from the app store. You must have the app to receive Video calls.
- Create a Securus online account from the home screen of the Securus mobile app.

Once signed in, click ‘Launch’ by AdvanceConnect to enroll.
- AdvanceConnect is a prepaid account where you will deposit funds that are drawn down as you receive Video calls.
- During the enrollment, click on the ‘Allow Video Calls’ to register your device for Video calls.

EMESSAGING
What is eMessaging?
eMessaging allows family and friends to communicate with an incarcerated person using email-like messaging. You must have a Securus online account to use eMessaging.
With eMessaging you can:
- Send and receive a text based message
- Attach photos and eCards (up to 5 in any combination. Photo types include .jpg, .jpeg and .png)
- Send just a photo with Snap n’ Send (App only)
- Send a 30 second VideoGram that you record now or have saved (App only)
- Block and unblock an individual
With eMessaging they can:
- View messages, photos, eCards and VideoGrams on their Securus tablets
- Send text based messages and eCards
- Use their 60 free stamps per month to send you and others messages
- Print out messages and attachments for a fee
- Purchase stamps from their Securus Debit account
Important – Friends and family cannot purchase and give stamps to an incarcerated person. You must deposit money into their account and they will purchase their own stamps.
HOW EMESSAGING WORKS
How it works:
- You must have a Securus online account and sign in to use eMessaging.
- eMessaging is available using our website or the Securus mobile apps.
- You must add your incarcerated contact and send the first eMessage to them. After that they will be able to eMessage you.
- Messages are sent and received from your eMessaging inbox on the Securus website or on the Securus apps. You cannot use a personal email account to send and receive messages.
- Messages are paid for by purchasing a book of ‘stamps’.
- All messages are subject to monitoring, recording and require staff approval.
You’ll purchase stamps to pay for eMessages and attachments to CDCR incarcerated people. For text-based messages, each stamp pays for 50 characters. All characters in the subject and message (including spaces, new lines, etc.) are counted.
You cannot use CDCR stamps for eMessaging at other Securus agencies. There are no refunds for unused stamps.
If a message is rejected due to CDCR policy violations, your message or photos will not be delivered and there are no refunds for rejected items. You will receive a message advising you of the rejection by CDCR.
eMessaging and Attorneys
eMessages are not protected from monitoring, recording or staff review for attorney/client communication so it should not be used by Attorneys.

FOR ATTORNEYS
Communications made using Securus products and services are recorded and preserved and subject to monitoring and disclosure as required by law. CDCR may grant exemptions so that certain communications, like attorney calls, are not recorded. ATTORNEYS AND LAW FIRMS SHOULD NOT USE SECURUS PRODUCTS OR SERVICES TO COMMUNICATE WITH INCARCERATED CLIENTS UNLESS THE ATTORNEYS HAVE CONFIRMED IN ADVANCE THAT THE COMMUNICATIONS WILL NOT BE RECORDED.
If you are a legal practitioner and would like to have your phone number privatized so that calls from your incarcerated client to that number are not recorded, contact CDCR. Securus cannot approve requests to privatize numbers or arrange non-recorded calls. Only CDCR can determine which calls and phone numbers can be set to not record.
Can attorneys use Securus phone calls to communicate with incarcerated clients?
No. CDCR requires that legal calls occur using phone lines that Securus does not maintain. Contact CDCR for more information.
At the beginning of each call that Securus facilitates, participants will hear language stating whether the call is being recorded. If you hear a statement that the call is being recorded or monitored, or may be recorded or monitored, hang up. This statement means that your call is not private, and you should contact CDCR to request that your number be privatized.
Can attorneys use Securus video calls to communicate with incarcerated clients?
Yes, as long as the attorney first confirms with CDCR that these video calls will not be recorded. Contact CDCR for more information.
Can attorneys use Securus email and text messaging to communicate with incarcerated clients?
No. Written communications made using Securus’s services are always recorded, and there are no exceptions. This means that attorneys should not communicate with their incarcerated client using email, e-messaging, text-messaging, Text Connect, or any other service that Securus offers to facilitate written communication.
ACCESSING ACCOUNTS & PAYMENT METHODS
The Securus App
The Securus App is the easiest way to manage and use your CDCR Securus services and it’s free. You can create your online account and add services such as eMessaging and enroll to receive Video calls You must use the Securus mobile app to receive video calls.
Using the app is the best experience for sending and receiving eMessages, sending eCards and photos. It is also the only way to send Snap n’ Send (the single photo you can share without a message, sort of like Instagram) or to share a 30 second VideoGram. Credit and Debit cards are accepted.
The Securus Website
The website is www.securustech.net and is also a convenient way to create your online account and use eMessaging. Credit and Debit cards are accepted.

JPay® Money Transfer
Securus Technologies is the parent company of JPay. You can send money for their commissary or a spendable trust account.
While incarcerated people have access to valuable no-cost education, communication, wellness and reentry options on their tablets, paid media subscriptions are funded from their Securus Debit account.
You are not permitted to make a deposit into their Securus Debit account.
You can support these tablet needs by using JPay money transfer. They will be able to transfer these funds into their Securus Debit account right from their tablets. These subscriptions will allow them to listen to music, watch movies, read news and play games.
We make sure that the money transfer process is as seamless as possible, both for you and for your incarcerated person. They will be able to access the money quickly for their needs. Recurring payments are also available. Please note, payment availability may vary and is subject to deposit verification.

Trouble Signing Into Website or Apps
- Your sign in username is the email address you provided when you enrolled in your online account. Your password is the private entry you made when enrolling for the online account.
- If you forgot your password you can click here and answer the security questions you entered when you enrolled
